KCRAR Introduces Model Ordinance to Guide Short-Term Rental Policy Across the Region

The Kansas City Regional Association of REALTORS® (KCRAR) has released a comprehensive model ordinance for short-term rentals in its effort to establish fair, consistent and effective regulations throughout the region. This new resource is designed to support cities and counties in developing policies that uphold neighborhood integrity while safeguarding property rights and encouraging economic opportunity.

This initiative comes at a critical time. As the Kansas City region prepares to host major global events—including the 2026 FIFA World Cup—the demand for diverse lodging options will increase substantially. Short-term rentals will play a role in meeting this need, which KCRAR believes will strengthen the local housing market and reinforce the region’s reputation as a world-class destination.

KCRAR’s model ordinance provides a framework for local governments, offering guidance on registration, accountability measures and reasonable oversight. The ordinance demonstrates KCRAR’s commitment to balanced policy solutions that protect communities without limiting economic potential.

Development of the ordinance was informed by a recent survey of KCRAR members, who emphasized the role short-term rentals play in providing housing flexibility. This includes offering temporary accommodations for families relocating to the region and actively exploring permanent housing options.

“The Kansas City region stands at a pivotal crossroads,” said KCRAR Senior Vice President of Government Affairs, James Toy. “Overly restrictive policies risk limiting housing availability, constraining economic growth and infringing on property rights. Adoption of KCRAR’s model ordinance would support a balanced, forward-looking approach—one that preserves neighborhood quality, protects property values and positions the region for long-term success on a global stage.”
