Local Policy Agenda
Our 2026 Local Policy Agenda reflects a bold commitment to shaping communities where opportunity, stability and homeownership can flourish. This year, we are championing modern zoning and land‑use policies that open the door to more diverse and attainable housing options. By advocating for responsible density, thoughtful infill development and balanced growth strategies, we aim to help cities and counties meet the needs of a changing population while preserving the character and strength of the neighborhoods that define our region.
We are also focused on creating a development environment that is fair, predictable and efficient. REALTORS® understand how delays, inconsistent regulations and excessive fees can limit housing supply and place unnecessary burdens on families and businesses. Our agenda calls for streamlined permitting, transparent standards and reasonable impact fees that support responsible development without compromising community goals. These improvements are essential to keeping our region competitive, welcoming and positioned for long‑term success.
At the heart of our agenda is a steadfast commitment to protecting private property rights — the foundation of homeownership and community stability. In 2026, we will continue to oppose policies that restrict an owner’s ability to use, improve or transfer their property, and we will support local decisions that uphold fairness, opportunity and the enduring promise of the American dream. Through this work, KCRAR is helping build communities where every resident has the chance to put down roots, build wealth and shape a future they can be proud of.
Model Ordinances
The KCRAR is committed to leading with thoughtful, proactive policy rather than responding only when challenges arise. To support that mission, we have developed a series of model ordinances addressing key issues facing communities across our region. These resources are intended to assist local governments as they navigate today’s most pressing housing and land‑use concerns.
Although drafted in a municipal code format, these model ordinances are designed to function as a flexible menu of policy options. They offer local leaders a foundation for informed decision‑making, encourage innovative approaches to housing solutions and provide a framework that can be adapted to the unique needs of individual jurisdictions. Through this work, KCRAR aims to foster constructive dialogue and support policies that strengthen housing opportunities and community development throughout the Kansas City region.

Short Term Rental Economic & Housing Impacts Study
In recent years, housing affordability has become an increasingly prominent issue across the United States. Like many growing urban regions, the Kansas City metro area has experienced rising home values and rents alongside broader economic growth, evolving housing demand, and changing patterns of visitor accommodations. At the same time, the rapid expansion of the short-term rental (STR) market has prompted growing interest from the public and policy makers in understanding how STR activity may impact housing availability, neighborhood character, and the broader local economy.
